Because the qualified population is smaller and the technical bar is higher. A relevant candidate may need a specific process node, packaging discipline, or RF specialty that only a few hundred people in the world genuinely hold.

It blends disciplines that rarely sit in one person. Siting, power, construction, and operations meet a commercial market moving at software speed. The leaders who can build capacity at the pace AI demands while running a real P&L are a new and very pursued profile. Most search approaches start from real estate or from hardware alone and miss the people who hold both.
